Back in October 2012, the US librarian of Congress ruled that unlocking your phone was illegal under the copyright law. The ruling caused a frenzy among consumer advocacy groups and the general public at large. AT&T realizes that users are sensitive to the issue and they have taken the opportunity to remind customers that they unlock phones at the users request.
AT&T's Vice President of Federal Regulatory, Joan Marsh, has written on the company's public policy blog, that "the ruling has very little impact on AT&T customers."
Marsh gives AT&T's unlock policy: "if we have the unlock code or can reasonably get it from the manufacturer, AT&T currently will unlock a device for any customer whose account has been active for at least sixty days; whose account is in good standing and has no unpaid balance; and who has fulfilled his or her service agreement commitment. If the conditions are met we will unlock up to five devices per account per year."
In broad terms that means that AT&T will unlock your phone after your 2 year agreement is up. Just call the company and they will do it for you.
I called them last year and they unlocked my iPhone 4 without a hassle. I was leaving the country and they were happy to unlock my phone for me. That's a nice benefit for being an AT&T customer.
